Commission approves massage facility in Chino

The Chino Planning Commission approved a new massage facility, Serenity Medical Massage, with a discussion about the operator’s credentials and hygiene practices.

Serenity Medical Massage is requesting to establish a 1,500 square-foot massage facility at 5266 Francis Ave., across the street from Carrie Out Burgers, on the north side of Francis Avenue, west of Central Avenue. The facility was previously a chiropractor’s office, which closed earlier this year.

The approval of Serenity Medical Massage on July 19 comes just a year after the Planning Commission approved Oak Massage with scrutiny in the Chino Promenade, where Cinemark theater is located, even delaying the approval process to get more information on the business.

Oak Massage is located in the same suite as Nana’s Massage, a massage facility that was shut down due to prostitution 10 years ago.

Commissioner Jimmy Alexandris probed the applicant, Fei Xue of Serenity Medical Massage, on Mr. Xue’s previous experience with massage therapy, repeatedly asking his reason for coming to Chino, and why he moved from their previous location.

Mr. Xue said he has been a licensed massage therapist since 2009, and previously managed Happy Day Spa in Roseville, California. He said he moved to the Los Angeles area to take care of his injured mother. Mr. Xue became an instructor of massage therapy in 2014 and taught at Washington College in Los Angeles.

Commissioner Alexandris also asked several questions about laundry cleaning.

“Are you going to keep it in house with the laundry and linens or are you going to outsource that with somebody else?” he asked. “What is your plan? Because cleanliness and getting a massage is obviously a personal thing. You want to be on linens and cloths that are clean and maintained, so I’m just curious.” A representative from the business said they will discuss their options for laundry and then make a decision.

Serenity Medical will offer reflexology treatments, soft and deep tissue massages, and lymphatic drainage massage. Two licensed massage therapists, a cashier and a manager will be on the premises. The facility will use the previous tenant’s floor plan for five massage rooms, a break room, a lobby and reception area, and a restroom in the rear.

After the public hearing was over, during commissioner comments, Chairman Kevin Cisneroz asked Interim Development Services Director Warren Morelion if the city should consider putting a limit on the number of massage facilities allowed in the city.

Mr. Morelion said there was no need because of the review process and municipal code requirements that regulate attire, hours of operation, cleanliness and physical contact between clients and employees at massage facilities.

According to the staff report, the applicant is required to obtain a Special Business Permit through the Business License Division prior to the issuance. This process includes a background check for the business owners and managers. The city requires these steps to be completed prior to issuing a business license.
